Fast travel helps if you've unlocked a nearby point, but it isn't required. In fact, driving there normally can be useful, because you'll get a better feel for the surrounding roads and shortcuts.
The Trick Most Players Miss
A lot of players see the tower in the skyline, stop at a distance, open Photo Mode, and wonder why nothing happens. That's usually the problem. The challenge doesn't just want Tokyo Tower somewhere in the background. Your car needs to be near the base of the structure. Get right up to one of the tower's large support legs and park there.
